Estate Manager
West Midland Reserve Forces & Cadets Association

Applications are invited for a full-time Estate Manager at West Midland Reserve Forces & Cadets Association (West Midland RFCA) based in Harborne, Birmingham.

This Crown Service (Civil Service HEO grade equivalent) post becomes vacant on 1 May 2024.

West Midland RFCA is one of 13 autonomous RFCAs.  The RFCAs are arm’s-length bodies of the Ministry of Defence (MOD) with Crown status.  The West Midland RFCA role is to provide first class support to the tri-service Reserves and MOD-sponsored Cadet Forces across the six counties of Herefordshire, Shropshire, Staffordshire, Warwickshire, West Midlands and Worcestershire.

The Role. 

The West Midland RFCA Estate Manager plays a significant role in overseeing and supporting the management and assurance of Hard and Soft FM services in support of users of the Volunteer Estate, including Reserves and Cadets.

Reporting to the Senior Estate Manager, the Estate Manager will work with industry partners and other stakeholders to support the assurance of the delivery of services to the Volunteer Estate for assets within their area of responsibility.  This will include the oversight and support of all aspects of the delivery of day-to-day Hard and Soft FM services, contract and supplier management and the planning and assurance of the maintenance/minor works programme, acting as a point of contact to ensure customer needs are met. They will be expected to work closely with customers, industry partners, and other stakeholders in the planning, delivery and assurance of projects up to a value of €5m .

In addition to professional qualifications appropriate to the role, key skills include contract and relationship management.

The Estate Manager will be expected to deputise for the Senior Estate Manager as required. Full details can be found on the Job Description.

Salary and benefits.

The salary for the appointment is £35,290, there is the option to join the CRFCA’s pension scheme.

This is a Career Average Revalued Earnings scheme (CARE) in which the employer contribution is 13% and the employee contribution is 5%.

The successful candidate will be entitled to 25 days’ annual leave, plus bank holidays. Annual leave entitlement increases by 1 day per year up to 30 days; those with 5 years’ prior service with HM Forces/OGD will start with 30 days’ entitlement.

Colonel Cadets at HQ West Midlands (voluntary role)

Applications are invited for the position of Colonel Cadets West Midlands, based at HQ Centre (West) Venning Barracks, Donnington, Telford with the post becoming available in September 2024.  The successful applicant will report directly to Commander HQ Centre. The incumbent must have a good working knowledge of the West Midlands, the ACFA/ CCFA, RFCA, regional and national cadet matters. They should have sufficient time to carry out the role which includes the ability to travel independently.

This voluntary appointment carries an initial tenure of three years which is extendable thereafter by up to two years if agreed by the RPoC Commander and is considered in the best interest of the Cadet movement.

Under the regulations for a Cadet Force Commission, the successful applicant will assume the rank of Colonel. They will also be eligible for Volunteer Allowance, residence to place of duty and motor mileage allowances whilst on duty.

Prior service as a County Commandant or a CCF Contingent Commander is considered an essential criterion for this appointment.

It is a requirement under the Disclosure and Barring Service (DBS) Code of Practice that this position requires an 'Enhanced Disclosure' prior to appointment.

Deputy County Commandant (voluntary role)
Shropshire Army Cadet Force

Applications are invited for the position of Deputy Commandant Shropshire ACF, based at Copthorne Barracks, Shrewsbury, Shropshire. The post is currently vacant, the successful candidate will be appointed with immediate effect. The successful applicant will report to the County Commandant.

The post is a voluntary appointment for an initial three-year tenure, extendable thereafter annually by a maximum further two years if agreed by the RPoC Commander and the incumbent and considered as being in the best interests of the cadet movement.

Under the regulations for a Cadet Force Commission, the successful applicant will assume the rank of Lt Colonel if qualified. They will also be eligible to claim for up to a maximum of 28 days "Volunteer Allowance" and will be entitled to residence to place of duty and motor mileage allowances whilst on official duty.

Candidates should ideally have held a commission in the Regular Forces, Reserves or MOD sponsored Cadet organisations. Exceptionally applicants with extensive senior leadership in other youth, community or voluntary sectors will be considered.

It is a requirement under the Disclosure and Barring Service (DBS) Code of Practice that this position requires an 'Enhanced Disclosure' prior to appointment.
